Discussion:

The initial ability score distribution plays an important part in this build's development. Strength and Dexterity get the lion's share of the points (9 out of 22 points each, for a 16 before racial modifiers) for different but similar reasons: Strength is the most important offensive ability for you, whereas Dexterity fulfills the same purpose on defense. Constitution and Wisdom split what's left (2 out of 22 points each, for a 12 before racial modifiers) in order to pack on some healing surges and Will defense. The Toughness feat was also included in a effort to make the build tougher.

It is a priority to take accurate weapons in order to compensate for not having access to Weapon Talent, so the Triple-Headed Flail and Bastard Sword will be chosen as our arena weapons. The Javelins will provide an emergency Ranged option (for the moment). To round it off, we will focus on defenses a little more by favoring a Heavy Shield.

As far as powers go, Cleave and Tide of Iron provide a reliable option for either splash damage or a push effect. Steel Serpent Strike provides a nice stickiness enhancer, and Villain's Menace gives the build some single-target thump.

Build Goal and Tactics

The goal for this build is to present a Defender that is hard to hit and even harder to get away from. To that end, this build employs the Arena Training feature combined with a shield for some rock-solid overall defenses. To ensure that enemies stick to you, this build employs a combination of heavy disincentives, such as extremely accurate Opportunity Attacks with a hefty sliding distance and a slow effect attached, as well as the ability to outright deny your opponents the ability to shift away. It also has the advantage of being a fairly mobile build pretty much out of the box.

This build plays like many front-liners; it runs up to the middle of the battlefield, yanks enemies up to it, and then holds them down. You have many tricks to mess with enemies, and should overall face little problem keeping your allies safe and holding the line. If need be, you can also move about pretty well and smack people around, so if the situation calls you to go commando, rest assured: you're very capable of that.

Questions, thoughts, or comments are welcome.
Variants
Combat Challenge and Opportunity Attacks

A big part of a Fighter's effectiveness is how powerful their mark punishment is, so we will be looking at this build's Combat Challenge and opportunity attacks to determine how powerful the disincentive for disobeying the Fighter is.

Combat Challenge Attacks

Level 1

Melee Basic Attack: +7 vs. AC
Hit: 1d10+4 damage
Critical: 14 damage

Level 11

Melee Basic Attack: +17 vs. AC (+19 vs. AC with CA)

Critical: 2d6+21 damage, and the target is slid 3 squares

Level 21

Melee Basic Attack: +28 vs. AC (+30 vs. AC with CA)
Hit: 2d10+19 damage, and the target is slid 5 squares and slowed until the start of your next turn
Critical: 4d6+39 damage, and the target is slid 5 squares and slowed until the start of your next turn

Level 30

Melee Basic Attack: +37 vs. AC (+39 vs. AC with CA)
Hit: 2d10+24 damage, and the target is slid 7 squares and slowed until the start of your next turn
Critical: 6d6+44 damage, and the target is slid 7 squares and slowed until the start of your next turn

Opportunity Attacks

Level 1

Melee Basic Attack: +8 vs. AC
Hit: 1d10+4 damage, and the target's movement ends
Critical: 14 damage, and the target's movement ends

Level 11

That's hot...

Build looks awesome, LDB.  I get excited every time I see an interesting new DS-based build
[20:53] [SadisticFish] yeah Llamas convinced me
I like!

I'm still in the process of aquainting myself with the Dark Sun crunch, and don't have my books on me, so I can't make specific comments at the moment. Will do so soon-- internet should be hooked up at my new house on Thursday, and I'll go over it with my books on hand, as I always do.

Very intrigued to start cranking out some DS-specific (ie, innate bonuses, no magic item) builds soon.
It's good to see someone use the Gladiator Champion PP, that no shift ability is hot stuff.
I really like the build. I can't wait to see the snapshots of the other levels when you have time to work on them.  It's nice to see a good Str/Dex based pure Fighter build.

I am a little surpised that you don't keep Rain of Blows.  I know this isn't a damage-focesed build, but Rain of Blows is a nice perk for a flail fighter with high Dex.

The Gladiator theme power Bloody Blades seems like a pretty strong power.  I don't know if you should keep it for all 30 levels, but it seems really nice at least from levels 9-16 (when you get the Gladiator Champion no-shift feature). I guess the themes are kind-of specific to the Dark Sun setting, so I can see it if you want to leave them out of this rather general build.  (Although "gladiator" is general enough to adapt to pretty much any other setting rather easily, unlike say "wasteland nomad".)
Polearm Fighter Build Thread:The Reacher
I actually ran the numbers, and Cruel Reaper out-damages it pretty easily (we will compare them, since they are the pure damage powers: Warrior's Urging and Bash and Pummel provide their own benefits). Since this build is a pure Defender (and thus rather light on the static modifiers), let's look at the numbers:

Rain of Blows - Damage Modifiers:
+6 enhancement (+6 Weapon)
+6 item (Iron Armbands of Power)
+3 feat (Weapon Focus)

Cruel Reaper - Damage Modifiers:
+9 (Strength)
+6 enhancement (+6 Weapon)
+3 item (Ring of the Dragonborn Emperor)
+3 feat (Weapon Focus)

...so it's 1d10+15 three times (for 3d10+45, or 61.5 average damage), versus 2d10+21 twice (for 4d10+42, or 64 average damage). Cruel Reaper also has the handy benefit of being a close burst attack, so it will hit more targets for more damage, with less attack rolls required.
As always great build, makes me want to get my hands on the DS book that much more.
Hey LDB, I think there's an issue with your feat list in the 30th level snapshot. I see nothing listed for levels 2 and 4 and some levels are listed twice (but no retraining is mentioned). It's probably just a typo.

Also, I just want to clarify on how this build works. You use the flail as your primary weapon with a shield correct? Is the bastard sword only for ranged attacks then?

Other than that, I love the defenses/initiative on this guy .
Yeah, the Bastard Sword is just for Ranged Attacks (unfortunately for the build, the Flail has no equivalent for Farbond Spellblade).

This build undergoes some pretty heavy retraining. I'll be mentioning in that in the full buildup, which I hope to start soon.

For now, I'll spell it out here:

Level 2: Shield Push (retrained to Lashing Flail at Level 11)
Level 4: Mobile Challenge (retrained to Mobile Warrior at Level 23)
Level 18: Paragon Defenses (retrained to Robust Defenses at Level 21)
Level 20: Improved Initiative (retrained to Superior Initiative at Level 22)
Thanks for breaking down that math for me, LDB.

Another question:  Did you consider the Rending Chains Student feat for this build?  It would give you yet another slide effect, this time on your own turn. Granted, Reaping Strike isn't the best At-Will in the world (esp for 1H weapon users), but the slide + hindering shield + deadly draw might make it worth it.
Polearm Fighter Build Thread:The Reacher
I did consider it (and I also considered the associated Paragon Path), but as you said, Reaping Strike is very underwhelming for a flail-and-shield combo, and it costs a feat that would take one of the nice goodies I've bought away (I don't want to give up something like Toughness, Ubiquitous Shield, or Agile Superiority for it, and frankly those are the slots I have open). Plus, the slide is more conditional than me just using a plain old MBA, which would get the slide + hindering shield + deadly draw combo. This build's MBA actually becomes its bread-and-butter attack at L11 and onward.
I like this build a lot.  I am working on a similar build but half-elf battlemind (using dilettanted Eldritch Strike instead of Lashing Flail, and close burst 2/1 spammable powers that can repeatedly pull things in).  My main idea is a BM|Ardent version that takes Mind Spike and keeps Demo Strike all the way to 30.

Battle Standard of the Hungry Blade is a pretty cool item in this type of "need to get things adjacent to you" build.  A player in one of my games used it to great effect, despite it being a standard to use.  Worth a look.

In general, I think this pp is interesting for hybrids, since the lvl 16 class feature can make up for not having blurred step as a hybrid battlemind, for example, etc.
Love the build LDB. I havn't gotten my hands on the DS book yet, but I'm looking forward to it so I can really see the cogs turning on the inside of this fighter.

One word of warning. If anyone plans on using this build in a Dark Sun campaign, check with you DM on the race first, since there are no Orcs in Athas, and hence no half-orcs.
Fortunately, Dark Sun itself provides a solution to this problem: a Thri-Kreen can have the same ability score combination as the Half-Orc and thus provide an admirable substitute race.
Speaking of which, when does Dark Sun go into the Fighter's Handbook?

I mean, you've already shown that Arena Fighters can be pretty boss.

Also, maybe you should show an alternate Thri-Kreen build, just for those who want to run this build in a game with a Dark Sun purist DM.
LDB has already updated the Handbook for Dark Sun .
Why the Staggering weapon? Won't you be pulling enemies adjacent as it is for Deadly Draw and your no-shift capability?
A very valid point; I have been considering Feyslaughter weapons for some time now, and I think I just might make the switch.
Very nice build!
but i dont get why the bastard sword proficience if all the feat investment go whit flails. why dont chose some superior weapon whith a ranged back up like a great bow or superior corssbow?
Mostly to keep the Shield on at all times; the Farbond Spellblade enchantment lets me throw my Bastard Sword (thus giving me my desired Ranged option), while not giving up any AC at all.
Any chance this build will be getting an update anytime soon, LDB?
Hopefully. I'm going to have to re-design it a bit, because a couple of things have changed since I first thought of the concept.
Is see this character makes a lot of use from Feat-retrains into paragon. It seems I can't make that happen in de character builder. Is it possible by rule? Where can I find this information.

It works, I just knocked it out in the online builder. I didn't pick them in the exact same order because I didn't bother with powers, but I ended up with the same final feat list.

Yes you can. I did exactly that in the character builder. Make sure when you are doing the retraining that you are clicking on your current level and not the level of the feat you want to retrain. So if you are level 22, click on 22 in the retraining menu.

You are using the retraining feature under manage character, right...?
Haha didn't knew that it was there. :D OK thank you!
