Discussion:

The initial ability score distribution is important for the Time Bomb. Strength gets the majority of the build points (16 out of 22, for a 18 before racial modifiers) because most of the attack rolls this character will make are modified by that ability. Constitution and Dexterity follow (3 out of 22 each, for a 13 before racial modifiers) because of different reasons: Dexterity is important for feat qualification and for well-roundedness on the defensive side of the ball. Constitution is important because of feat qualification purposes, as well as making this build a bit tougher. While Wisdom received 0 points here, it will be a target of your ability score boosts as you level up. Intelligence and Charisma aren't used for much in this build, so the remaining 10 and 8 can go in either.

Early in the Time Bomb's career, we want to establish two things: damage (accomplished by having Broadswords over Longswords), and defense (by grabbing Scale armor to make up for the lower Dexterity score). The skills were taken based on synergy with the character’s primary ability scores and racial bonuses.

As far as powers go, the at-will power Twin Strike is a no-brainer for a damage-based character, and Careful Attack provides some extra accuracy to hit those high-AC opponents. Off-Hand Strike also helps to pile on the damage by providing an extra attack once per encounter. Jaws of the Wolf is an absolutely brutal Daily power; it likely packs enough punch to finish a standard opponent of your level in one fell swoop, and will be doing so for the first half of Heroic Tier.

Plenty of stuff occurs at this level. You pick up Bastard Swords, a neat action economy power in Invigorating Stride, and you get some magic items as well. You may not be able to cherry-pick your stuff at this point, but the Dwarven Armor is cheap and will serve you well.

Discussion:
At this level, Resume the Hunt is a great way to re-establish yourself after a kill, and the Boots of Eagerness will get you some extra mobility when you need it. Build Goal and Tactics

The goal of this build is to be a burst damage specialist, which means put out big damage on a moment's notice. To do that, this build prizes powers that can produce multiple attacks per standard action, or powers that let you attack outside your standard action altogether. You know, when WotC nerfed Free Action attacks, my first thought was that Minor Action attacks were now better than Free Action attacks, as it would end up being far easier to go nova with them.

The Master of Moments ED certainly seems to have backed up that notion.

Given the sheer number of attacks in this nova that are generated by APs (six power usages from APs?), I'd say it's an exceptionally Warlord-friendly build in general.

The recent FAQ entry will indicate that only the first attack on an action point will get the taclord goodies. (Which I hate.)

Another interesting thing MoM can do at level 24 ...

(1) - multi into Artificer
(2) - Mark of Making feat
(3) - Master Crafter (iirc) feat

optional
(4) - Intelligence +2 race
(5) - 18 and all raises in Int


OK what do you get?
You can make Travel Rituals over 30th level ... as in Out-of-Category.
Sarrukh in FRCS can make rituals above 30th.
You win.
And you can do it free 1/day.

Would a core battlemind build perhaps, do this better?  Brutal barrage certainly offers plenty of multi-attacking for your standard actions, and battleminds can manage an at-will minor action attack.  This removes the need for power recovery, and as such, allows your PP to be either Lyrandar Wind Rider or Resurgant Wilder.  And allows your MC feat to be, say, Avenger.
It would not, and the reasons are as follows:

1) The individual attacks from Brutal Barrage do exceedingly little damage as compared to an actual attack with actual [W], and even Brilliant Recovery doesn't pack the same punch as a Ranger MBA (feats like Called Shot and Prime Punisher make sure of this).

2) Brilliant Recovery requires a miss to succeed (though I recognize this may be sort of trivial).

3) Powers like Ultimate Confrontation (which is a must, considering how much damage it contributes) will give you a very small window of operation as a non-Ranger (one turn).

4) That minor action At-Will only comes online at Level 27. While this build does manage its ultimate goal of godslaying damage rather late, it gives Elites and Standards nightmares throughout its career.
Interesting build but it seems to me to be effective after heroic . Especially if you have access to good magic items (and it seems to be rare in DSCS.) If I was DM I would try to defend my monsters with daze efects and damage reduction.

It's a power bonus to damage rolls, and as such doesn't stack with the Belt of Titan Strength.
Just wanted to point out the build is now featuring level-by-level information for levels 1 through 21, complete with nova and DPR reports at levels 1,6,11,16, and 21.
Your level 30 Encounter nova has very confused action use. Not to mention that 2x Hurricane of Blades might do more than a Twin Strike and a Nonchalant Collapse.

Exactly the problem. Hurricane of Blades can't be recovered via Martial Mastery, as it is a Primal power.
Whoops... Silly me. Even so, you have Nonchalant Collapse listed as a Standard rather than a minor (or in this case, move) action.

Nice build LDB (as always). Minor quibble: saphire scabbard seems to only add to the next damage roll (singular), you seem to add it for the whole turn. Also, if you two feats to spare, you can add another AP per day (vistanti foresight) for full 5 encounter novas per day...

Now the real question.  If your DM says you only get 2min per turn, do you think you can roll 131 d10's, 57 d6's, as well as rerolling all 1's within 2min?

The ultimate "time bomb", running out of time to roll all of your damage dice and forfeiting your turn.

Though I mention the Scabbard in the nova discussion damage bonuses, I'm only applying it to the next attack. I have 2 Scabbards (1 for each sword), so I get the effect twice (notice how every attack after the one I use it on is 3 less damage).

@sean-crees: As Toxicated mentions, you're probably better off programming the nova into a computer or some such. Otherwise, rolling this could take a while.
I need help understanding: I see how you regained Nonchalant Collapse, but from where did the third minor action come?  The L30 nova uses the Nonchalant Collapse and Rune of Hero's Resolve.
The Eternal Seeker's Seeking Destiny feature allows you to pick up any level 24 feature from any Epic Destiny that you meet the requisites to. This build picks the Master of Moments' Bountiful Seconds (hence the Multiclass feat into Monk at level 30 in order to fulfill the Master of Moments' "any psionic class" pre-requisite), which gives you an additional minor action permanently.
When you get to level 23, would it be worth while to pick up tumbling strike from the rogue? It is a minor action attack that does more damage than nonchalant collapse and allows movement in addition including the ability to ignore difficult terrain (if needed).  It does require that you have training in acrobatics, but you could find a skill somewhere that you could retrain into arcobatics (maybe heal?). In addition it does not require that you actually be using a rogue weapon to use the power.

knocking prone with non chalant collapse is one of the important opening strategies of the nova.
When'd this switch to Eternal Seeker from Master of Moments? D: I like MOM.
I do too, but Eternal Seeker has too much awesome to be denied, and can steal the money feature from MOM to boot (the money feature being the extra minor action).

@Nyteloki: Tumbling Strike is a no-go, for several reasons. The first being that it's a Dexterity-based attack roll, and this build has just enough Dexterity to squeak into his feat pre-requisites, so he'd have a heck of a hard time landing it. The second thing is accurately mentioned by MC-DrowBane, and that is that Nonchalant Collapse triggers Headsman's Chop, for +5 damage on every attack after that, so Nonchalant Collapse actually adds plenty more damage. The third is that it would require me to reshuffle feats in order to get Acrobatics training in time, and that's really not worth it for the build.
Question about Free Action – Draw Charm of Abundant Action

sort of relating back to our previous conversation.  Wouldn't you need a minor action to sheathe a weapon before using "quick draw" feat to pull out the charm as a free action.  Then another minor action to stowe the charm and then using "quick draw" to draw your weapon back out?

Or is it stated somewhere that you can hold both your weapons and the charm at the same time?

There is a head item "crown of victory" that costs about the same and allows you to use two action points per encounter. 
Ah, thanks for pointing that out. We'll just use the Charm of Abundant Action before busting out the nova, and expend an additional minor action attack.
