I ran across a post mentioning the Planeshaper's ability to use an encounter power twice per encounter and it occured to me that, even though many of the go-to enounter powers to abuse have been nerfed, there are a lot of great encounter powers that are worth using more often if possible.  Therefore, I'm collecting ways to use encounter powers more than once in the same encounter.  I'm sure I didn't find them all, so any additions that others have would be appreciated.
I'm not currently planning on further organizing these or using the traditional color ranking system, but if there's demand for it I'll do a more formal guide rather than just the list I have here.


Items


  • Torq of Power Preservation: Neck slot, 15+.  Daily power to have a chance at regaining an encounter power; don't expend the daily if you fail to regain the encounter power.

  • Power Jewel: Wonderous, 5.  Daily to regain a level 1 or 3 encounter power; must have reached a milestone.

  • Armor of Exploits: Any Armor, 3+.  Can store a martial encounter power and the use it as an item daily power.  Requires the use of an AP to us an encounter power.  Standard action to use, so no reason to store minor or move action powers.

  • Mage's Weapon: Heavy or Light blade, 2+.  Item encounter power to expend an arcane encounter attack power to regain a martial encounter attack power.

  • Battlemaster's Weapon: Any weapon, 14+.  Item daily power to regain an encounter power.

  • Shield of Speed and Evasion: Any shield, 4.  Item daily power to regain an encounter power when hit by a critical against AC or Reflex.  The power has to be lower level than the shield; the Compendium doesn't show a higher level version, but I suspect there should be 14th and 24th level versions.

  • Cloak of Translocation: Neck slot, 14+.  Daily item power to regain an encounter teleport power.

  • Ring of the Radiant Storm: Ring, 17.  Daily item power to regain a radiant or lightning encounter power if you miss at least one target.

  • Orb of Invasive Fortune: Orb, 20+.  Daily item power to stop an enemy from recharging a power and cause you to regain an encounter power.

  • Ring of Action Renewal: Ring, 20.  Daily item power to regain a missed encounter power if you've reached a milestone; can be used before a milestone to regain the next encounter power you use if you miss on it, but that seems like it'd be waste of the power most of the time.

  • Ring of Wizardry: Ring, 21.  Daily item power to regain an arcane utility encounter power before a milestone or an aracane attack encounter power after a milestone.

  • Resurgance Tattoo: Tattoo, 27.  Reagin an encounter attack power anytime a nonminion scores a critical hit on you.

  • Opal Ring of Rememberance: Ring, 29.  Daily item power to regain an arcane encounter utility power.

  • Dauntless Champion's Ring: Ring, 30.  Daily item power to regain a random encounter attack power if you've expended all your encounter attack powers.

  • Ring of Spell Storing: Ring, 20.  Store an arcane encounter power less than the level of the ring and use it as a daily item power.  Must spend an AP to use.  The attack uses the ring as an implement, so no goodies from other implements.

  • Greater Ring of Spell Storing: Ring, 30.  As Ring of Spell Storing.

  • Ring of the Dragonborn Emperor: Ring, 15.  Daily item power to use an encounter power when you become bloodied; if you've reached a milestone, you can either use an expended power or use an unexpended power without expending it.

  • Corellon's Boon of Arcane Might: Divine Boon, 3+.  Has a daily power that lets you use an arcane encounter power; level is limited by the level of the boon.

  • Salve of Power: Wonderous Item, 10.  Has a daily power that lets you spend a healing surge to regain an encounter power.


Paragon Paths


  • Chameleon: Changeling.  11th level, can choose an ally's encounter attack power of 11th level or lower and use it as an encounter power.  You should be able to use an encounter power you already have if an ally has it too, but this lacks the specific wording of Adroit Explorer so may not be legal.

  • Adroit Explorer: Human.  11th level, can choose an encounter power of 7th level or lower from your class and use it as your paragon path power; this can be a power you already have.  At 21st level it can be a power of 13th level or lower.

  • Blood Mage: Wizard.  12th level, daily utility to spend a healing surge to regain an encounter power.

  • Battlelord of Kord: Warlord.  12th level, daily utility to expend inspiring word to regain an encounter attack power.

  • Long Night Scion: Warlock.  12th level, encounter utility to regain a cold warlock encounter attack power.

  • Voice of Thunder: Bard.  12th level, daily utility to regain a thunder bard encounter attack power.

  • Ardent Champion: Avenger.  20th level, daily to regain an encounter power on a hit.

  • Swordsmaster: Fighter.  16th level, regain a fighter encounter power when you crit with a blade.  20th level, daily to regain a daily on a hit and an encounter if every attack misses.

  • Student of the Seven: Bard, must be multiclassed.  11th level, regain an encounter power gained from a multiclass feat when you spend an AP.

  • Soul Guide: Cleric.  11th level, can spend an AP to regain a radiant encounter power.

  • Ancestral Incarnate: Deva.  11th level, when you spend an AP the extra action can be used on an expended encounter attack power of up to your level -4.

  • Cannith Mastermaker: Mark of Making.  16th level, once per encounter expend a daily magic item use to regain an arcane encounter attack power.

  • Spellscarred Savant: Spellscarred.  11th level, spend an AP to regain a spellscarred encounter power.  16th level, expend a spellscarred encounter power to let yourself or an ally regain an arcane encounter power.

  • Astral Weapon: Paladin.  11th level, spend an AP to regain a paladin encounterpower.

  • Sword Marshal: Warlord.  11th level, spend an AP to regain a warlord encounter power.

  • Wizard of the Spiral Tower: Wizard, longsword.  11th level, spend an AP to regain a wizard encounter power.

  • Student of Caiphon: Warlock.  20th level, daily to let yourself and every ally in 10 squares regain a power; this is an encounter power if you roll 1-5 on a d6 and a daily power otherwise.

  • Academy Master: Any Arcane.  12th level, encounter power to regain an arcane encounter attack power when you miss every target.  20th level, daily power that lets you use a more powerful version of an arcane encounter attack power without expending the normal use of the power.

  • Spellstorm Mage: Wizard.  11th level, once per day regain a power based on a wisdom check; may regain an ecounter utility, encounter attack, daily utility, or daily attack power, depending on the check result.

  • Arkhosian Blademaster: Warlord.  16th level, regain the lowest level encounter attack power that you've expended when you use your second wind.  Combos well with anything that lets you use your second wind as a minor or free action and anything that lets you use your second wind more than once per encounter.



Epic Destinies


  • Planeshaper: 21st level, can choose an encounter power each day and use it twice per encounter.

  • Demigod: 30th level, can regain an encounter attack power after using all encounter attack powers once per encounter.

  • Chosen of X: 30th level, can regain an encounter attack power after using all encounter attack powers once per encounter.

  • Archlich: 26th level, daily utility to regain an arcane fear or necrotic encounter or daily power.  More likely to be used on a daily.  30th level, regain an arcane encounter attack power when an enemy within 5 squares is reduced to 0 hp.

  • Archmage: 26th level, daily utility to regain any arcane power.  More likely to be use on a daily.

  • Deadly Trickster: 24th level, don't expend a power if you roll an 18 or higher on its first attack roll.  26th level, daily utility to regain all your daily and encounter powers (except this one).

  • Legendary General: 26th level, daily utility to allow each party member to regain any power of level 25 or below that does not allow you to regain another power.

  • Martial Archetype: 21st level, when you score a critical hit you regain a martial encounter attack power.

  • Redeemed Drow: 24th level, can expend your Lolthtouched power to regain an encounter power.

  • Sovereign Beast: 30th level, reduce a nonminion to 0 hp with a beast power to regain an encounter attack power.

  • Godhunter: 30th level, once per day can turn attack from a higher level opponent into a miss and regain an encounter power.

  • Arcane Sword: 21st level, regain a swordmage encounter attack power when you use an AP.  30th level, a swordmage encounter attack power becomes an at will power.



Non-PP/ED Powers


  • Simulacrum: Artificer 29.  The Simulacrum can use all of your artificer encounter powers and does not count towards your use of such powers.

  • Warlord's Resurgence: Warlord 25.  Allows an ally to reuse an encounter attack power and, if you've expended all of your encounter attack powers, recovers a warlord encounter attack power.

  • Fighter's Resurgence: Fighter 25.  Regain the use of a fighter encounter attack power if you've used all your encounter attack powers.

  • Ranger's Resurgence: Ranger 25.  Regain the use of a ranger encounter attack power if you've used all your encounter attack powers.

  • Rogue's Resurgence: Rogue 25.  Regain the use of a rogue encounter attack power if you've used all your encounter attack powers.

  • Warlord's Recovery: Warlord 9.  Allows an ally to reuse an encounter attack power and, if you've expended all of your encounter attack powers, recovers a warlord encounter attack power.

  • Fighter's Recovery: Fighter 9.  Regain the use of a fighter encounter attack power if you've used all your encounter attack powers.

  • Ranger's Recovery: Ranger 9.  Regain the use of a ranger encounter attack power if you've used all your encounter attack powers.

  • Rogue's Recovery: Rogue 9.  Regain the use of a rogue encounter attack power if you've used all your encounter attack powers.

  • Renewl: Warden 22.  Daily to regain the use of an encounter attack power.

  • Reverent Mettle: Cleric 10.  Something of a special case- it doesn't recharge other encounter powers, but is itself recharged by the use of Channel Divinity.  Check the Channel Divinity section on ways to recharge CD and make the most of this power.



Feats


  • Divine Mastery: Epic, divine class.  Regain a divine encounter power when you spend an AP.

  • Martial Mastery: Epic, martial class.  Regain a martial encounter power when you spend an AP.

  • Epic Resurgence: Epic.  Regain an encounter power the first time you score a critical hit in an encounter.  If a power targets multiple creatures, only the first attack roll counts.

  • Sacrifice to Caiphon: Warlock, Con 13.  If you miss all targets of a warlock encounter power you can damage yourself to regain it.


Racial Powers



This section is devoted to using racial powers more than once per encounter.  While there are some ways to have more than one racial encounter power (drow and genasi, for instance), this is focused on being able to use the same power multiple times.  Note that some of the generic methods listed above can be applied to racial powers; if a method recovers an "encounter power" rather than an "encounter attack power," it should be something you can apply to racial encounter powers as well.

Generic/Multiple Possibilities
  • Steelsky Liberator: Human, dragonborn, genasi, half orc PP.  11th level, when you spend an AP regain the use of your racial encounter power.


Deva
  • Ascendant Lineage: Paragon Feat, don't expend MoaTL if you fail the triggering roll.


Dragonborn
  • Inner Dragon: Fighter PP, 11th level, use Dragon Breath for free when you use an action point, even if it's already been used.  Make sure to use your breath before the AP.

  • Ninefold Master: Arcane PP, 11th level, use Dragon Breath for free when you use an action point, even if it's  already been used.

  • Ancient Soul: Heroic Feat (requires Dragon Magic Sorcerer), regain Dragon Breath if you take damage of the same type, assuming it gets through your resistance.  Also makes Dragon Breath an Arcane Attack power, which can open up other methods of recharging.

  • Spirt Breath: Paragon Feat (requires a primal class), regain Dragon Breath when you use a daily primal power with a keyword matching your Dragon Breath.

  • Dragon Warrior: Epic Feat (requires con 17 and a martial class), regain Dragon Breath when you're first bloodied.  Make sure to use your breath before you're bloodied.

  • Draconic Restoration: Epic Feat, regain Dragon Breath when you use your second wind.

  • Draconic Triumph: Epic Feat, regain Dragon Breath when you reduce a nonminion to 0 HP.

  • Wyrmtouched Amulet: Neck slot, 19+.  Daily item power to use your dragon breath as a reaction to being bloodied even if it's already been used.


Drow
  • Curseborn: PP, 11th level, regain a Lolthtouched power when you spend an AP.


Eladrin
  • Spiral Tactician: Tactical Warlord PP, regain Fey Step when you spend an AP.

  • Feral Fey Step: Primal Feat, use Fey Step as an immediate reaction the first time you're bloodied in an encounter, even if you've already used it.

  • Fey Charge: Replace charge movement with Fey Step; if you hit with the charge, don't expend Fey Step.


Elf
  • Opportunistic Accuracy: Fighter Feat, when you miss with your reroll on an OA Elven Accuracy is not expended.


Genasi
  • Genasi Soul Armor: Leather, Hide, 4+.  Daily Item Power that grants a specific manifestation's power; can be used a second time if you already have the power.

  • Elemental Warrior: Epic Martial Feat, 1/encounter when you score a crit with a melee weapon, regain a genasi racial power.


Gnome
  • Fey Beguiler: PP, level 20 daily power regains Fade Away.


Halfling
  • Halfling Quickblade: Rogue PP, 11th level, spend an AP to regain Second Chance.


Minotaur
  • Minotaur Horned Champion: Defender or Striker PP, 11th level, use Second Wind to regain Goring Charge.

  • Opportunity Gore: Heroic Feat, use Goring Charge on OAs without expending it (even if it has been expended).

  • Bloody Gore: Paragon Feat, regain Goring Charge when first bloodied in an encounter.


Revenant
  • Reaping Renewal: Epic Feat, can use Dark Reaping twice per encounter.

  • Check your original race for ways to regain that power.


Tiefling
  • Avernian Emissary Wrath: Assassin feat, use Infernal Wrath once per encounter when you miss your Shroud target, even if it's been expended.

  • Lingering Wrath: Fighter Feat; not technically a reuse, but causes the effects of the power to last as long as you keep the target marked.

  • Infernal Warrior: Epic Martial Feat, requires Cha 17, can use Infernal Wrath as a reaction to being crit, even if it's been expended.




Channel Divinity



This section is devoted to being able to use Channel Divinity more than once power encounter.  The generic abilities above aren't sufficient here, since regaining a Channel Divinity power doesn't overried the general rule on only using one CD power per encounter; indeed, to use the same CD power more than once per encounter, you generally need a way both to regain your use of CD and a generic way of regaining encounter powers to regain the specific CD power you wish to reuse.

Items
  • Medic's Weapon, any weapon, 4+.  Daily Power to gain an additional use of CD for the encounter.

  • Crusader's Weapon, mace or hammer,  9+.  Daily Power to gain an additional use of CD for the encounter.

  • Symbol of Turning, holy symbol, 4+.  Daily Power to use Turn Undead, even if you've used a CD power already.

  • Rod of Divinity, rod, 3+.  Daily Power to gain an additional use of CD for the encounter when you hit with a divine power using the rod.

  • Octogram of the Sovereign Host, holy symbol, 3+.  Daily Power to regain CD.

  • Star of Corellon, holy symbol, 8+.  Daily Power to gain an additional use of CD (or healing word) for the encounter.

  • Champion's Hauberk, chain or scale, 13+.  Encounter power to trade a use of healing word for and additional use of CD.

  • Symbol of Divinity, holy symbol, 2+.  Daily Power to gain an additional use of CD for the encounter when you hit with the symbol.


Paragon Paths
  • Dervish of Dawn: Avenger.  16th level, if you become bloodied during an encounter you can use a second CD that encounter.

  • Unveild Visage: Avenger.  11th level, when you spend an AP you gain an extra use of one of your CD powers this encounter.  Should be sufficient to reuse the same CD power without a second method of regaining encounter powers.

  • Astral Savant: Cleric.  16th level, regain the use of a CD power when you see an enemy score a crit.  Should be sufficient to reuse the same CD power without a second method of regaining encounter powers.

  • Soul Guide: Cleric.  11th level, can spend an AP to gain an extra use of CD.

  • Sivis Truenamer: Mark of Scribing.  11th level, when you spend an AP you regain CD.


Epic Destinies
  • Revered One: 24th level, can use each CD power once per encounter. 


Feats
  • Glorious Channeler: Epic.  Can use CD twice per encounter, but you must use two different CD powers; even if you regain a CD power using one of the generic methods, this won't allow you to use that one twice.

Interesting topic. I'd been looking at possible ways to get multiple uses out of Fury's Advance (Avenger Encounter 3) for synergy with Punishing Radiance + Pervasive Light + Symbol of Divine Light. Having the Minor action attack available to tap into the extra +15 damage generated by a Radiant crit would be lovely.

All I really had was the possibility of Avenger/Adroit Explorer/X with Divine Mastery.

Interesting thought for a build, really - a character (warlock, say) who's designed around exploiting at-wills (and possibly dailies) and goes with spellscarred savant partially to hand his encounter power slots to an arcane ally who's designed to use them to their fullest.

Thanks for pointing that out; I tried to make sure I included the appropriate keywords restrictions on the methods that have them, but I'm not surprised I've missed one.  It's fixed in the OP now.

Tha's a pretty cool synergy build idea; there are a lot of powerful arcane encounter powers that could be abused if they were used several times every encounter.  I originally started the list looking for ways to let a Battle Engineer use Greater Magic Weapon and Fleeting Dweomer multimple times an encounter, and that would be one way to do it.  I read a warlock guide recently that suggested warlocks' damage potential was more in at wills than encounter powers, so that would indeed be a good class to use for donating encounter powers.  The only downside is the sacrificed power has to be a spellscar encounter power, meaning you can only do the trick once for your encounter power swap, once for your utility swap, and once if you can convince your DM of the (fairly reasonable) idea that Spellfire Healing should count as a Spellscar power, even though it's technically a Spellscar PP power.  Still, it's a great trick even if you can only use it twice per encounter; that's still far past what anything short of Demigod will get you as far as reusing encounters goes.
Actually, you get one encounter attack power from your powerswap and one encounter attack power as the PP encoutner attack power, so that's two right there.  Any utility swaps you can get on top of that are bonus.

Another nice aspect of this is that you can go for spellscar encounter powers that are *painfully* situational.  If you're in the situation, they're great.  If you're not in the situation, you just hand them off to your friend as whatever he wants.
I can't believe I overlooked that you get a spellscarred power from the PP itself... that makes it even better. 
Add Harper of Legend to the list of Epic destinies.  I believe it grants you an extra encounter power (lv 13, maybe even 23).

Unlike Adroit Explorer, it doesn't have any text to override the general rule that you can't have the same power twice, so that won't work.  The only way it could help is taking it as a Spellscar Savant to get an extra Spellscar power to trade in.

As an aside, the same rule is also a concern for the Chameleon PP, but I believe that path's wording (you never have the ally's power, you're just able to use the ally's power as if it were your PP power) get around it.
You may want to include ring of dragonborn emperor as a honorable mention or on it's own list.

Chosen of "Deity X" ED , works just like Demigod , which has been errata'd (boo).

Deadly Trickster also recharges with it's level 24 ability.

Devas and Elves have feats to regain (or simply avoid expending) their racial if they fail with the relevent checks. 

I believe Drow can recover their Darkfire racial via an Epic feat.  They might also have a feat somewhere that allows them to use each racial power seperately... but I'm not certain about that. 

Dragonborn have several ways to use their Breath multiple times. 

Aside from that, the usual methods of recovering encounters work, as well.  I believe the Battlemaster's Dagger doesn't specify you have to recover a class power, so I think you can recover encounter racial powers with it, too.

There are, but they tend to be specific to the racial power and thus easy to find by searching for the power in the Compendium.  The only generic racial power recovery I can think of off hand is the Steelsky Liberator PP, which can be used by dragonborn, genasi, or half-orcs to regain the racial power when they spend an AP.  Spiral Tactician PP will regain fey step when you spend an action point.  The Fey Beguiler's level 20 power will regain Fade Away.  Dragon Warrior and Elemental Warrior are epic feats to regain racial powers for Dragonborn and Genasi, respectively.  There are also some, like Inner Dragon, that let you reuse an expended racial power immediately when you AP.  May be more, but that's what a quick search comes up with.

If there's interest in these I can collect things for racial powers and add a new section in the OP for it.
Related to this is getting multiple uses of channel divinity in an encounter since normally you only get 1.    Glorious Channeler is an epic level feat that lets you use a second one.  The cleric path astral savant lets you resuse a CD when someone in your party gets a crit and the avenger paths dervish of dawn and radiant visage both potentially let you reuse CDs.  Champion’s Hauberk armor lets you trade healing words for CD uses.
Chosen of "Deity X" ED , works just like Demigod , which has been errata'd (boo).

Deadly Trickster also recharges with it's level 24 ability.

First two have been updated in the OP.

The Lich related ones are something I'm going to have to look up when I'm back with my books, since the Compendium doesn't seem to have the relevant info.  Additionally, none of those is likely to be applied to a PC; the undead graft is most likely, and even that is something only available by DM fiat.

It's starting to look like there is indeed interest in a racial power section and a channel divinity section, so I'm going to get started on those.  Feel free to mention options along those lines; it saves me having to hunt them down.

Dragonborn have several ways to use their Breath multiple times.



Please do tell in what ways can a Dragonborn regain his or her Dragon Breath in an encounter? I'm looking to build a Dragonborn Sorcerer/Ninefold Master/Some ED and abuse the hell out of Dragon Breath as an Arcane Encounter Attack Power, and I'd like to know all the ways in which I can regain the power in an encounter (to get a potential 2 attacks almost every round).

For a racial reuse, Revenants (D 376) have an epic feat called "Reaping Renewal" that just lets you use the Dark Reaping racial twice per encounter.
Initial racial entries are up; let me know if there's something I'm missing.  CD Powers coming later.

There's nothing Githzerai specific yet, though I wouldn't be surprised if there's something in PHB3 when it comes out.  Until then, search the op for things that let you regain an "encounter power" rather than an "encounter attack power" or the like; I did my best to make sure the wording was correct for those things that could regain any type of encounter power.  Those should be applicable to Iron Mind.

I think someone needs to figure out a way to cheese this:

Step 1: Be a Dragonborn Swordmage or some other arcane class multiclassed into Swordmage (let's say Sorcerer, for fun), or be a Hybrid.

Step 2: Take Draconic Spellcaster, and go with the Ninefold Master Paragon Path in Dragon 381 (preview material for the Dragonborn Book that'll come out next year). Your Dragon Breath power now counts as an arcane power belonging to all of your arcane classes, and you can add your implement enhancement bonus to its damage. The path also allows you to use Dragon Breath as a free action on an AP (even if you've expended it before, and you don't need to be bloodied like with Inner Dragon).

Step 3: Take the Epic Destiny Arcane Sword in AP, which allows you to regain the use of a Swordmage Encounter Power before taking the extra action. You also get to use Dragon Breath as a free action thanks to Ninefold Master. Recover Dragon Breath, then use it (probably without expending it, as Dragon Breath Action can be interpreted as such). At level 30, the ED turns one of your Swordmage Encounter Powers into an At-Will Power.

Step 4: You now have an Arcane At-Will power that is a close blast 3 (or 5) that does 3d6 (or 3d10) + Con + Bonuses that you can use as a minor action. The minor action part is important as there are no Swordmage Minor Action Encounter Attack Powers. Also, this allows you to essentially attack twice each turn, by using a minor action + standard action. You can also abuse feats that trigger from at-will attacks, such as the White Lotus line. The Frost combo also works, and also all the lightning/thunder feats if you Admixtured Dragon Breath

Step 5: Profit! Obviously this only peaks at level 30, but before that, you just use the resources on this thread to recover your Dragon Breath to use it multiple times per encounter ^^

Step 4: You now have an Arcane At-Will power that is a close blast 3 (or 5) that does 3d6 (or 3d10) + Con + Bonuses that you can use as a minor action. The minor action part is important as there are no Swordmage Minor Action Encounter Attack Powers. Also, this allows you to essentially attack twice each turn, by using a minor action + standard action. You can also abuse feats that trigger from at-will attacks, such as the White Lotus line. Well, Demigod does make encounter powers pretty similar to at wills.  Just get two minor action powers or a minor action and easily triggerable immediate action and you can burn through all your encounter powers in the first two rounds; after that, just alternate between regaining a minor action power and a standard action power (or regain the minor a few times in a row to insert some dailies in).  Pre errata, demigod would have been a better choice for Pramxnim's build than Arcane Sword; post errata (presuming everyone just plays Chosen as Demigod until they fix that oversight) it's more difficult to get a racial encounter power as an effective at will and that's a clever way to achieve it.

I'm thinking that after I've had a chance to fill in the Channel Divinty section I might use the second post to add encounter powers that are particularly good to regain and combos set up to take advantage of multiple encounter powers.  A genasi wizard/Battle Engineer paired with a Spellscarred Savant to stack four Fleeting Dweomers on could probably set a damage record, for instance

The reason I prefer an Arcane Class MC'ed into Swordmage is because the damage bonus on Dragon Breath can get quite obscene with an Arcane class. That and a Fighter MC Swordmage doesn't really benefit from Ninefold Master (a crucial PP for this trick) and can't quite stack damage like another Arcane Class, like say Sorcerer.

I tried a rather cheesy level 30 Sorc build (not using Arcane Sword, but I could have) who used Dragon Breath at +35 (15 levels + 8 Str + 9 (new math for racial powers at epic) + 3 (Draconic Spellcaster)) to hit and +46 damage (4 Con + 12 Draconic Power + 5 Siberys Shard + 18 (DIS with Staff of Ruin) + 4 (Gloves of Ice) + 3 (Weapon Focus)). The guy had a few ways to regain the power, namely through Epic Resurgence, Dragon Breath Action and Dragon Warrior (MC'd Fighter for Draconic Arrogance).

Imagine the same guy with Arcane Sword! He'd probably lose out a bit in terms of damage (have to reduce Con to keep Str and Cha up there for to-hit), but would still have a minor action At-Will that does 3d10+40+ damage. So yeah... you can spam 3 Dragon Breaths a turn and completely trivialize encounters since you'll leave Rangers crying in shame! I think we might just finally discovered a new DPR king ^^

From what I can tell, Channel Divinity is a class feature, not an encounter power.  This class feature gives you initial access to certain Channel Divinity powers, allows you to take feats to get more, and restricts you to using only one per encounter, but Channel Divinity is not itself an encounter power.  If you look at the class descriptions for classes with Channel Divinity, the class feature text makes this pretty clear.

Now, when I wrote that filler text, it was really just to note that there was going to be a Channel Divinity section and I hadn't looked much at the options yet.  I've had a chance to skim some of them and it looks like most things just let you regain the use of CD without regaining the specific CD power you've used.  This means it would let you use a different CD power, not the same one twice; while that's the goal sometimes it looks like if you want, say, Solar Enemy or RRoT twice in an encounter you need to use on of the generic ways to regain an encounter power in addition to one of the ways to regain your CD use.  I'll update the text in that section to reflect that when I fill in the options there so that I'm sure of what's available.
Student of Caiphon's Daily 20, Caiphon's Hungry Mercy, allows you and all allies to recover an encounter power on a roll of 1-5, or a daily power on a roll of a 6.  A healing surge must be spent to recover the power however.

Sacrifice to Caiphon, a Warlock feat, allows you to recover a warlock encounter power if you miss all targets, and you take damage.

Hmm... On the other hand, the optional CD feat powers are available in heroic and plenty of the items for additional uses of CD are also available in heroic or paragon, it seems. I guess it's very powerful for, say, a Pally to be able to use Divine Strength and Solar Enemy/Storm Sacrifice/RRoT in the same encounter before epic.

Revered One ED level 24 ability, lets you use any Channel Divinity you know once during encounter.
The limit is effectively the number of feat slots you use for it.
Doesn't allow extra uses of each one Channel Divinity power.
And the CDs are not able to be recharged.

Found a new one that I don't think has been mentioned yet:


Academy Master PP (from D 374) has a 20th level daily called Master's Surge that lets you use an arcane encounter attack power without expending it, also providing a damage and duration boost.  Master's Surge is reliable, so if you miss, you can do it again.


Also, the same PP has a 12th level encounter utility power that lets you not expend an arcane encounter attack power when you miss every target.


Prereq for the PP is "any arcane class".

I have the new suggestions added and I'm hoping to get the CD section up today or tomorrow.  I'll make sure to have Revered one in it when I do.

Would it be possible to list any Healing Word or other class specific Word heal bonus uses?

I have a cleric that does MASSIVE Healing Words, and an Artificer Build I am trying to get nice and well rounded but I need to find a way to get more uses of the infusion.  As I understand it these do not fall under the same category as CDs or normal Encounter Powers, so the only one I saw that would work for HW was Star of Corellon.

While not exactly a reuse, there is the Epic feat Supreme Healer which lets each use of HW be applied to 2 targets instead of just 1.  This is one of the reasons I want to get more uses of it.
There's a cleric feat that lets you regain a use of HW when you crit, IIRC.

Lazer Cleric/Student of Caiphon could put that to good use. 
Besides Star of Corellon and the above mentioned Gambler's Word, the only thing I'm seeing to regain Healing Word is the PP Seldarine Dedicate, which regains healing word when you spend an AP.  It's also restricted to elves or eladrin proficient in longbow or shortbow, so it may not work with what you're building.

Staff of the Faithful Arcanist effectively grants an additional daily use of Healing Word, but only works for multiclass clerics- it requires Initiate of the Faith.

Might want to add Corellon's Boon of Arcane Might.  Daily lets you use any one arcane encounter power (even utilities) (up to a specified level), and you don't choose the power until you use the daily, opening up all kinds of options (though I have a feeling this might be Errated given time).  This allows a repeat if the spell you choose happens to be one you know. 

Most versatile item I know of.

I can hardly wait to combine this one with Planeshapper.
I've added Corellon's Boon as well as two new feats from the Dragonborn book.  Dragonborn now have 3 epic feats to regain Dragon Breath, and one (that triggers on KOing a nonminion) could come up several times an encounter.

Also the cleric encounter utility reverent mettle from dragon 379 gets recharged everytime you use a channel divinity power.
