The basic point of this build is to abuse the pacifist healer feat errata from a few months ago.  It is a solid healer and controller and grants a decent number of ally charges through the paragon path. None of the powers have a hit/miss if they deal damage, but it still puts out a decent amount of damage through direct power damage, granted attacks, and from making enemies attack each other.  At the same time because you are not fulfilling the condition of "whenever you hit or miss a bloodied enemy and deal damage to it" you never have to worry about the stun from damaging a bloodied enemy and the weakening from Healer's mercy is not that bad.  Under the updated rules from the rule compendium, this character is essentially immune to the weakened condition since weakening only effects powers with an attack roll.

Many of the daily powers and storm pillar do not have attack rolls.  Staff is because you want an architects staff while you have consecrated ground.  A few of the attack powers can be swapped out and you could use magc missle and wizard's fury for instance, but most people don't seem to like the wizard autohit powers like those.  I am not attached to the race (deva would work fine) or many of the feats, but I like the idea of the paragon path since it fits the theme, works fairly well and it helps with it being a decent enabler.  The deity needs to have the torment domain for the perfect torment channel divinity and the archmage is a good way to get more dailies, but demigod or other could work as well.  Mark of healing is not essential for LFR or other Dragonmark free campaigns and you could take another feat instead.  In paragon Merciful Power is fairly similar to Mark of Healing as well, just not as good. 

Other possible names:  The Passive Aggresive Pacifist.  Suggestions for better names are also welcome.

Great idea gelatineous! Power selection pretty standard, i really like those charm powers. Really like them. Level 1 encounter power can also be hypnotic pattern, to abuse of storm pillar.

Have you thought about the Sivis Truenamer paragon path? It seems really nice for this kind of character. Plus it is nice to regain the use of Arcane Implement or CD use (expecially if you abuse of reverent mettle to use it 4 times per encounter coupled with a symbol of victory!)

I'm surely going to play this character, changing a couple of things and going Deva, possibly.

He would have to give up mark of healing for that paragon path.  It would not be a bad choice, but could work.

I am not using reverent mettle, although again it is not a bad choice, because I wanted him to have a few surge based healing powers to make use of the pacifist healer and mark of healing feats.  He does not have that many surge based healing powers: healers mercy, healing word, word of vigor (what revent mettle would replace), and remorse are it and they are all 1/encounter and astral seal is not that great.  I could switch out spirit of healing for bastion of health, which would give an extra encounter heal and free a bunch of minor actions once per encounter.  At epic he could take a CD power like Kord's Favor instead of Perfect Torment to up the healing then.  Another possibility to increase healing is to pick up a mace of healing and lose the orb/hafted defense.

I picked the race partly because I was more worried about the character getting hit then hitting.  Same reason I picked shield.

I used your Wizards handbook by the way since it had been so long since I had looked at wizards closely.  I knew they had a good number of powers that would never trigger the stun, but I did not realize that they had that many now so for a few levels like level 1 enounter powers it was hard to pick.  I played a wizard a while ago for 12 levels and built him to ignore damage and focus on other forms of control and I could have done that so much easier now.
I'm going to insert this build into my wizard handbook, if you want... and thanks for the reference and taking time to build such a nice character.

I'll see how much healing it provides. Probably it is just fine, otherwise i'll change something: for example adding mass resistance as 10th level utility seems a nice idea, but it is quite DM dependant.

Well, you *can* ... technically. Just take the Hybrid Talent feat to get Arcane Implement Mastery and then take the feat which lets you swap Arcane Implement Master for a School of Magic Apprentice feature. I don't think there's any way to get anything more than that, though.

Did WoTC give a reason for locking the new classes out of hybrids?
I think this build was first done right before hypnotism was published and I think it was before battle cleric's lore as well.  Hypnotism is a much more thematic and powerful choice so I put it in, but did not update all the notes.

It should still work fine, maybe even better than before because there might be better wizard powers published since then.  I haven't paid a lot of attention to all the wizard updates in the last 6 months.  The main cleric change I would make is to switch out remorse for deadly lure since I have grown to really like deadly lure for builds like this.

Unfortunately there has been almost nothing that directly benefits pacifist clerics published in a long time, except for battle clerics lore.  Despite that clerics now have 31 at wills to pick from, there is still only one pacifist at will to pick from.
