Baleful Eye. Minor Action. Ranged 10; Intelligence vs. Will; the target is slowed and cannot teleport (save ends both). The effect ends if the wielder uses baleful eye on another creature. Ritual of Retrieval: The wielder of Moran's Eye can perform a unique ritual.
